Feel free to get quest perks as you see fit. I tried to remember to put them in at about the level you would normally be able to get them without a lot of hassle. Just a bit of advice, if you don't want to deal with aliens that have inertial dampeners that give crazy damage resistance do Mothership Zeta between 15-19. As soon as you hit 20 they scale up with 50% DR, 80% at 25, and 110% at 30. Oh and ignore the 96 in Big Guns Skill. Manipulating the exploit in the Bethesda Ruins East book you can get an infinite amount, so no worries.
