This build was sort of just like a blog I made for my upcoming hardcore sniper stealth user. I also use bottlecap mines, pulse grenades, nuka grenades, plasma grenades, and frag mines/grenades. The Quantum Chemist perk can change the less-than-100-in-the-Wastes Quantums into an unlimited amout, so this is recommended for everyone. I also chose demolition expert because it's awesome if you plan to use explosives, even if you use them just a little bit. I've done over 20 playthroughs, and this is my all-time favorite build. I recommend if you are going to use VATS often, have Broken Steel, and have Small Guns as one of your main fighting methods, USE A BUILD CLOSE TO THIS.

This is very similar to my own build. The only thing I'd prefer instead is getting comprehension early on (extra skill points = savings on int), and I preferred Nuclear Anomaly. The savings with the former can bolster strength, which makes close combat and foraging a bit handier. But I really like how you don't neglect perception, agility, and especially luck. I didn't find much use for Adamantium Skeleton and Scrounger, but I really liked Demolition Expert for the damage bonus.
